Iligan Bombing



Here's a statement from concerned Muslim and Christian citizens on the Iligan bombing last week. President Gloria snubbed the Maranaw victims when she visited the hospital in Iligan City where the bomb victims were being treated. Apparently, the Maranaw and Muslim casualties do not register in the government statistics.

Finally, on the question on whether the Kini.Kini.Revolution is the right approach to bring about social change in Ranao, overwhelming majority is on the affirmative. Kini.Kini.Revolution is (bringing) social awareness through rock n roll music.

As Muslims, we need to learn how to read the Arabic language, especially the text in the Holy Qur'an. Even if we don't fully understand the meaning of the words, at least, we should learn how to pronounce them correctly because unlike other languages, Arabic is what I call, "object-oriented" language. It uses construct similar to method overriding. That is, one word can have different meanings depending on how you pronounce it. So if you're not careful, you could be reciting the wrong prayers all the time... and you're wondering why you are not getting what you have been praying for, for ages. :-)

Here's one more video talking about the need for us, Muslims, to learn the Arabic language. The speaker was the teacher in the Arabic Grammar class that Baooai and I attended last week.

Lagid Kon O Pato.

As I have explained in my old posts and videos, we have a problem with the way some of our Ulama interpret Islam or religion vis-a-vis our culture and traditions. I remember when I was still in Ranao in the early 1980s and the Ulama made some kind of fatwa that our cultural activities are prohibited in Islam. Thus, we stopped playing kolentang, bayok and other "kapapakaradiyaan".

Probably they thought that the Taliban-era in Afghanistan was the ideal Islamic society. Forget about the past (culture and traditions) and present (modern technology). Just breed as many children as you can, go away for as long as you can (Tableegh 40 days or 60 days camp-out), and relax because God will feed you and the family you left behind.

I believe it's only after the people have seen the way our Political Ulama handled themselves, ie. worst than traditional politicians, that we have come to challenge their ideas.

Now, our youth are genuinely interested in Kolentang and other Maranao cultural activities and one of the prominent Maranao cultural troupes is Pananadm. Some of the original members were my students in Mindanao State University, Marawi City.

Couple of years back, Baooai watched the group play and she was astonished that the performers spoke fluent Maranao dialect. She thought that they were Christian students like the members of the MSU Kambayoka and Darangen. But to her big surprise, she was told that they were actually Maranao students. The Real McCoy! She was so proud telling me the story when she returned to the U.S.

This is one bright spot in the decadent state of our society.

Culture and religion are 2 different things. But to be Islamic, you don't have to throw away your culture. You just have to stop the un-Islamic practices. We should not confuse culture with religion.

Every Muslim nation, ie. the Turks, Egyptians, Emaratis, Iraqis, Indonesians, Malaysians, has it's own culture and tranditions, and they may not be totally un-Islamic.

Kini.Kini.Rock Royalty Agreement

Without thinking it through, I have informally granted a verbal permission to a rock group in Ranao to cover Kini.Kini.Rock music but I am revoking that permission effective IMMEDIATELY for a very noble reason. I want to use my music to help finance the Kini.Kini.Revolution, which include, the preservation of Lake Lanao.

Please understand that I am not doing this for personal financial gains. The money involved is not that much anyways because of piracy.

Para ko manga Pilandok Rockers na giya mambo i mala a kiogop iran sa giya galbk tano, giya kapagatora tano sa kapaging'gd. Kna oba ini marata! Kna oba akn skano tolisa! Di akn pn kailay a giyanan a maito a pirak a royalty fee. Diritso dn anan sa manga projects tano, I will post one later.

Pamikira o manga Pilandok Rockers na o tagompiya tano na madakl a pakapamasa ko manga ida-ida iran odi na mbantay ko manga concert iran.

All Pilandok Rockers who want to cover my music must read and agree to the contract agreement shown below before producing commercial CDs or other multi-media products of the Kini.Kini.Rock Music or perform the Kini.Kini.Rock Music in paid concerts. I have an Agent in Ranao who can be contacted to sign in our behalf.

Playing of the Kini.Kini.Rock music in non-commercial environments, such as, schools, social gatherings, radio stations, youtube.com and other internet sites, is FREE and strongly encouraged.

I will finalize the provisions of this contract later. My Agent will fill-in our legal names in the contract.

Seriously, I've been thinking of competing in the Metro Manila Music Festival for the song Ranao. It will be on the category of Environment or Ethnic, if there's any. Any financial reward will go 100% to the projects for the preservation of Lake Lanao. My problem is I don't know how to contact the organizer of that festival and I can't find their address on the web. Maybe, they don't have it. Or maybe, there's no more MMMF, the venue where Freddie Aguilar was crowned for his song "Anak".

Whereas, Composers are the sole creator and owner of the following labels.

3. Kini.Kini.Comedy
4. Kini.Kini.Music
5. Kini.Kini.Revolution
6. Kini.Kini.Ring.Tone
7. Kini.Kini.Show

Whereas, Composers are the sole creator and owner of the following songs, collectively known as “Kini.Kini.Rock” Music (the “Work"); and

1. Manga Tuladan Ago Ida-Ida
2. Pilandok
3. Ranao
4. Ranao Blues
5. So Lalag Ko Ron
6. Ino Mangaday Oto?

Whereas, Composers wishes to grant cover rights of their songs to Rocker.

Now, Therefore, for valuable consideration, receipt and sufficiency of which are hereby acknowledged, the Parties agree as follows:

1. RECORD: Composers hereby granted the Rocker to record and sell the Work.

2. COMPOSERS REPRESENTATIONS: Composers represents and warrants that they are the sole creator and owner of the Work, and has all rights, title and interest in and to the copyright in the Work and the power to enter into this Assignment. Composers further represents and warrants that the recording rights granted in this Agreement are free of lien, encumberance or adverse claim.

3. CONTINUING OBLIGATIONS: Composers agrees to reasonably assist Rocker, upon request, in the perfection of the singing, including the enhanced melody and delivery of any lyrics and chords that are appropriate and necessary for perfection.

4. ORIGINALITY: Rocker agrees not to change or add to the original lyrics of the songs. However, the songs maybe sing in different rythm, such as, Blues, Hip-Hop, R&B, Country.

5. ROYALTY: Rocker agrees to pay the Composers 25% of the gross sales of the CD/DVD and concerts. That the money will be deposited to the Kini.Kini.Rock Foundation.

6. COMPETITION: Rocker agrees not to compete in music competition, singing any of the Kini.Kini.Rock music.

In any case where the provisions of this Contract contradict the Laws on Copyright and Intellectual Property Rights, the latter shall prevail.

IN WITNESS WHEREOF, the Parties have caused this Contract to be executed the day and year first above written.

'Ngkaino to?

From A Friend in Midwest, USA.

At the onset of the recently concluded Holy Month of Ramadan, I had an interesting talk with good friend Arata Wata. In that brief yet engaging cross-country phone exchange, he shared his observation of Women during Friday Prayer at a Mosque in upscale and virtual Silicon Valley.

The Ladies in their finest of fineries, all look so lovely. Each one exquisitely garbed in the best of holiday fabric with matching colorful silk Hijabs creatively and skillfully arranged. The ladies all look beautiful and happy.

Beyond what meets the eye, however, what struck my friend the most, was that certain look and special glow in their lovely faces. An authentic look of happiness, so contagious that it can only emanate from some special place deep inside. A place that can transform and project an aura far beyond conventional beauty. "WHY ARE THEY HAPPY?" Arata Wata asked.

Touche! I thought. Trying hard to sound like a smart-aleck, I enthusiastically quipped: "THEY ARE HAPPY BECAUSE THEY ARE CONTENTED MOTHERS, WIVES AND DAUGHTERS." They live privileged lives, the good life. They need not worry about anything. Life's necessities and amenities are afforded and within easy reach. Their needs are met and satisfied, their wants promptly addressed, even long before they realize it. In short, LIFE IS PERFECT!"

Arata Wata was listening closely and intently. Immediately after I uttered the last word "perfect", he volleyed his next question. A question which caught me off guard, off keel I must admit. He goes: 'How come their counterparts back home who are equally privileged, well appointed and very well supported does not exude the same countenance, that extraordinary aura of happiness?

He is right. His observation is valid, tenable and definitely holds water. Why is it so? What's the logic behind? What's the secret? Good thing we have to cut short our talk that Saturday morning, we needed to attend to urgent concerns and respective routines. Time constraint saved me from answering a simple but difficult question. One question I have no ready answer at all! Confidently I told Aratawata I'll get back to him, as though I knew the answer. Oh Boy! That was cocky.

Since that west-midwest cross-country AT&T phone talk a month ago, Aratawata's question stirred, lingered and sunk into my subconscious. I made several attempts to figure it out but to no avail. Everytime, I ended up with nonsensical answers. I lined up reasons but the list just didn't add up. I cannot come up with an air-tight rebuttal-proof explanation. Thirty days had passed, I still haven't!

Now I'm forced to take on a "No Comment" stance. I'll stall time for more time to think, to whack my brains off till I reach a solid, sound, sensible, acceptable and ultimately convincing theory. At the same breath, I call on every Mother, Wife and Daughter; I call on all enlightened, enriched and empowered women; I call on every thinking woman out there to help figure this out.

All factors considered equal, pomp and pagaentry in place, privilege and plenty present, shed light on Aratawata's question: 'WHAT'S THE SECRET OF THE LADIES OF SILICON VALLEY?" Why do they look blissfully happy compared to their equally privileged Ranao sisters?"

Ladies share your thoughts! Speak Up! Let your voices be heard! Help create ripples on Ranao shores, resonate in Silicon Valley and echo the the world over!

SIDENOTE: While Ranao is famous for its majestic "Sleeping Beauty," a naturally magnificent scenic spot one can behold and admire from any vantage point across the Lake on any fine day. I'd like to believe even more that Ranao is more famous and better known for the warmth of its people. Eid Mubarak ko langon a manga Pilandok sa donya!

I can't remember a big Eid celebration in Ranao when I was a kid. I think, it was only after the return of the "kalo-kalo" Ulama and the arrival of the Tableeghs in the early 1980s that some Pilandok truly understood the meaning of the two Eid festivals... and few of the basic teachings of Islam.

Anyway, I caught an important message in the Eid khutba. Volunteerism. Every one of us has to think of what he can do to help reform our society, and do it. I thought that was very appropriate for the Kini.Kini.Revolution because the success of this social change movement and the future of the Bangsa Muslim depends on our individual participation.

So di sompat o bitiyara, na si man si Amomoai na miyakadi. Miyakadowa pn maka nayk. Si Baooai na damakanayk ka isako mbakonaan (vaccination) sa Abu Dhabi ka pnayk kami na gumiora'goraok na da kainjectioni, da kami makanayk. Gioto i miyasowa iyan.

Kini.Kini.Revolution

So we have launched a social revolution in Ranao two months ago, or so I thought. Maybe, I have just explained the concept to the few people who listened to my radio interviews and the audience in my music videos... whatever.

I call the movement, Kini.Kini.Revolution because we are using Kini.Kini.Rock music to communicate our messages. The phrase "Kini.Kini" was used to brand our kind of music and make it unique for the Maranaos (and Iranuns and Maguindanaons) just as Pinoy Rock is for the Filipino Indios. In the future, we'll incorporate bayok, kolentang and other Maranao musical instruments to make authentic Pilandok ethno-rock music.

I also thought that it was cool to put the dots in between the words because it looks like the internet naming convention. And although Kini.Kini implies sexuality, my music is anything but sexual. It's rated "PG-13 and below" so it's safe for your young Pilandoks.

There's also Kini.Kini.Ring.Tone. Please check it out at ArataWata.Com. I used the ring tone on my cell phone so I wake up with my alarm music, singing, "Ino mangaday oto? Igira..."

Okay, enough of the "ka kini kini". Pka kwan taon badn.

The Big-Bang Concert

The original plan for the launching party was to invite all the Pilandoks sa Pat-A-Pangmpong-A-Ranao and have a big musical and comedy show in Banggolo or MSU golf course (because it has a beautiful view of the lake and we'll point to the lake when we sing "pagongowan tano... giyanan a ranao tano").

We would tell stories of the good old days of Ranao, sing 60s and 70s rock n roll tunes, and of course, the Kini.Kini.Rock music. Sadly, we did not have enough time to prepare because Baooai and I had only 5 days to spend in Ranao and the lone member of the movement's MSU core-group did not have the resources or energy to pull it through. It would have been The Big Bang Concert.

We had two radio interviews. One with DJ Martin at Radio Ng Bayan, FM Station in Banggolo and another one with Bobby Ilupa at DSXO AM Station. I have explained the purpose of the Kini.Kini.Rock music and a little bit of information about what we wanted to do with the social change movement.

I also made music videos in Peace Boulevard and Padian. I swear, I did not plan to do the lip-syncing but the Pilandoks (young and old) in Padian did not want to do it even if I offered them small amount of money. But they sang and danced with me on the videos. Me kowa ako roo a diyaman na! But if that's what it would take for Pilandok to change his ways, I would gladly do it again.

Phase One

The first phase of the Kini.Kini.Revolution has commenced. I will continue writing songs about Pilandok and Ranao and hopefully you will not get tired of listening to my music.I have many more music materials. Watch out for new Kini.Kini.Rock music and videos in ArataWata.com.

Phase Two

Phase two is the core of the revolution. We should start talking about our "taritib ago igma" (it can mean, culture and traditions) and try to adopt them to the current economic, political, social and environmental situations. Many of our taritibs are out-dated.

It is okay to change our taritib because taritib is not a religion. Taritib is NOT Islam.



Here are just some of the taritib ago igma that I think, needs urgent re-thinking. I'm sure, there are other stinky taritibs of Pilandok that needs re-engineering. Please post them in this link.

So Awidan

I have already explained the social cost of the high price of awidan in my video talk. If we don't change this taritib, we'll probably lose it and eventually lose our other taritib ago igma. So katatabanga is the glue that holds our taritibs together. What's the meaning of our centuries of struggle if we don't have culture that differentiates us from the Indios?

So Ka S'slai

This is the most abused taritib. Our relatives and friends who are in the government or occupying political positions are the biggest culprits. We can't say or do anything about their evil actions, ie. corruptions, because of this taritib. It should not be that way. If we want to progress, we have to call spade, a spade and let the bad among us rot in prison for stealing people's money or for being criminal.

So Ka Song Sa Ig

Literally, it means do your shit or pooping in the lake. Allah forbid a water-bourne, deadly incurable disease come up in Ranao. Our tribe will be wiped-out on the face of the earth.

The Ulama have big role in making this change a possibility. They can decree a fatwa to prohibit pooping in the lake. For the Imams in the masjids and the Tableeghs, make a nightly dowaa to curse all those who poop or dump their trash in the lake.

Cleanliness is one of the most important characteristics of Islam. Unfortunately, Pilandok did not understand this part of the religion.

So Kambangsa

We're a racist nation. We need education. We need to learn about other people cultures and sentiments so we can be good Muslims, so we can be good to our Indio housemaids and guests.

Mawaraw tano bo ko royod tano. Somasayan tano dn igira sisii tano sa Ranao. Miya ambog-ambog tano pn. Bapiya so aya bo akiya apasan iyan na Civil Service Examination na pag streamer'an. Let's stop all these un-Islamic behaviour.

Let's talk.

What we need to do at this stage is to stir up discussion of our taritib ago igma. The local media, like the radio and cable tv talk shows, is our big daddy. We also need the help of the Pilandoks in Banggolo and Padian, the Ulama, the Tableeghs, teachers, parents and students.

We don't need to have formal discussion forum or conferences in Ranao, at least for some time. Let's have family or friends discussions and let the issue boil, taman sa makalapalapay dn. Hopefully by next year, we can hold a conference to declare what we decide is better for our people. Hopefully.

Anyone reading this post in Ranao, please print and distribute. If you don't have printer, just remember the subject and talk about it with your friends and your family at home. When you have time, come back to this blog and update us with your comments.

Decide what kind of people we want to be. Do we want to be known for kindness, cleanliness, and other good attributes? Or be known as tulisans, kidnappers, kolimbot, dirty or drug dealers?

We should talk about our vision for the future generations.

Just like the other discussions in this blog, the Taritib ago Igma that I have described here is in no-way comprehensive and that's because Arata Wata is not a scholar and he is NRP (Non-Resident Pilandok). What I am doing mostly is laying out the foundation for the discussions. The real wisdom comes from the Pilandoks who visits and share their thoughts.

I am offering a financial assistance for the compilation of our Taritib ago Igma. Part of your research is to find out if there's already a written document of this subject. If there is, then your job is just to post the document in this blog. Otherwise, we'll discuss how long it will take you and how you are going to do the compilation, that will determine the amount of funding or monthly stipend. Remember, we're doing this job for Pilandok's future.

You must be:

1. At least a college student.
2. RP (Resident Pilandok), meaning, you reside in Ranao.
3. Internet-savvy or know someone who can help you on internet.

Here's the latest addition to the Kini.Kini.Rock music. This one is more of R&B style. I was a little off-beat on the "hay, hay, hay, Pilandok..."

I decided to make R&B so I can reach out to the younger generation. In the last part of the song, I was gonna say all the ills of our society but there's too many. The song is already 8:17 minutes, longer than most Dire Strait or Bob Dylan songs.

Is Music Haram?



I didn't want to publish this video but I thought the topic was interesting. It's not about the Kini.Kini Rock music because I don't care if I am the only one listening to my songs all day long. I was thinking more about our "kalilang", like, kambayok, kandarangn, kakolintang, kasagayan, etc. Are they all haram? And should we just forget about them because some of our religious leaders and learned ones decreed that they're haram?

I believe, bayok can be haram if taken seriously because it praises or makes mockery of people. But if it's only for fun among friends, how does is fare in the halal-haram scenario? I also believe that whatever you do, if it takes your mind out of the remembrance of Allah (swt) then it's haram. For example, if the adhan was called and you still keep on playing your kolintang or listening to music then that could be haram, and definitely haram if you eventually missed your prayer. But this is true for anything you do, not just playing musical instruments, listening or singing songs.

When I was living in Abu Dhabi, UAE, I remember watching young Arab girls (nationals) dancing on TV without their hijabs. They all had very long hair. Beautiful girls with beautiful hair (not like my hair). If I am not mistaken, that was some kind of UAE national dance or some cultural stuff.

Should we throw away our TVs and radios? These machines are actually musical "instruments" too, just like the kolintangs.

Further to question, should we live like the Talibans? Like prescribe burqas to our women, prevent them from getting education or work? Should we all start wearing the white Pakistani salwar and kameez, like the Tableeghs? Should all men grow beard and moustache?

The DJ in one of the FM Stations in Marawi played Ranao Blues but refused to play Pilandok because he wanted to consult with the Pilandok "Over-Over" Group. Apparently, he thought that the song is offensive to the Pilandok group. That's okay. All my songs are not intended for specific group of Pilandoks or politicians. We all have contributed to the deterioration of our beloved Ranao. So when I say or sing Pilandok, I refer to each and every one of us, including Arata Wata, Amomoai and Baooai.

Oh, well, it's just another Rock N Roll story.

National Commission on Muslim Filipinos

Here's a document I just received from a concerned Muslim youth. I haven't read the content of the proposed bill but from the cover letter, Senator Legarda wanted to enlarge and give more power to the office for Muslim affairs. This is good. I hope it passes in the Congress.

FOURTEENTH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES

First Regular Session

Introduced by Senator Loren Legarda

EXPLANATORY NOTE:

This bill seeks to create a National Commission on Muslim Filipinos that will take over the present functions of the Office on Muslim Affairs to promote more independence, autonomy and governmental assistance in the implementation of economic, educational, cultural, and infrastructure programs for Muslim Filipinos.

Section 5, Article I11 of the 1987 Constitution provides that the free exercise and enjoyment of religious profession and worship, without discrimination or preference, shall forever be allowed. This State policy had been pronounced even during the Freedom Constitution of 1937 under President Corazon Aquino when Executive Order No. 122-A was promulgated Creating the Office on Muslim Affairs (OMA). OMA was mandated to preserve and develop the culture, traditions, institutions and well-being of Muslim Filipinos in conformity with the country’s laws and in consonance with national unity and development.

Nearly twenty (20) years into the implementation of the law, the OMA is more popularly known for its involvement in the yearly pilgrimage to Mecca or Hajj, rather than its over-all mandate. There is a need to amend its charter to expand its present mandate to address the diverse needs of some 10 million Filipinos comprising 14%of the Philippine population.

This bill seeks to do that by creating a National Commission on Muslim Filipinos with an expanded mandate to include not just preserving and developing the culture, traditions, institutions and well-being of Muslim Filipinos, but likewise to coordinate and consult with various government agencies, and oversee the proper implementation of all laws and policies that affect Muslim Filipinos. This proposed measure likewise tasks the Commission to undertake Halal certification and regulatory activities in coordination and prior ccjiLsultation with the National Meat Inspection Commission prior to its implementation. Finally, the Commission shall promote and supervise the implementation of the Madrasah education system throughout the country, except in ARMM.

In view of the importance of this proposed legislation to the growth and development of Muslim Filipinos in the country, immediate passage of this bill is earnestly sought.

RCAPP Primer

Here's the (old) RCAPP Primer sent by Eden Goling. Please read and write your comments. It sounds like a good idea.

Question: What is RCAPP?
Answer: RCAPP is Ranao Claims Against the Power Plant, It is an Environmental organization created and organized in accordance with Philippine laws on September 1, 2002. The Philippine government recognized RCAPP as a separate entity with juridical personality as a non-stock corporation incorporated under security and Exchanges Commission (SEC) registration NOS. CN200525424 dated January 17, 2005.

Question: What is the Purpose and vision of RCAPP?
Answer: The main purpose of RCAPP is to secure a better environment of Lake Lanao for the next generation, bring down power rates and fight for a separite Mindanao grid for Agus hydro elictric power plants complex Specially RCAPP mission is to
1.) Save lake lanao from the brink of serious ecological and environmental disaster
2.) Demands environmental justice and prosecute cases against the National Power Corporation (NPC) and allied partners for nonecompliance of the environmental Complience Certificate (ECC), the implemention of environmental laws and
3.) Payments of comprehensive damages to inundated areas and uprooted residents
4.) Maximum the usage of Lake Lanao enormous wealth ( others than electricity ) for the ultimate benefits of the mindanaos

Question: What ae the others objectives of RCAPP for the Bangsamoro people and Indegeneous Cultural Minorities?
Answer: RCApp support a federal System of Government wherein the Bangsamoro and Indegeneous people shall have a separite state government subjects to federal laws. Under a federal system of government, the people of Mindanao can utilize, explore and benefited from the revenues generated by natural wealth and resources located in their homeland and shall be governed by their own state laws.

Question: What are strategic minerals and or natural resources that are suppose to enjoyed, explores and exloited by the Bangsamoro people?
Answer: The Agus hydroelectric power plants feed by the water resources of lake lanao in marawi city and lanao del sur; the oil resources of the liguasan marsh in maguindanao and cotabato provinces; the rich fish and marine resources of the moro gulf including the iranun bay fronting the moro provinces and sibatu passage in Tawi tawi island. Others natural resources like gold, limestone, marble, iron, glass, copper and coal located in the Moro home lands.

Question: What are the strategic importances of any of the above described of any of the above described resources for the economy of Mindanao?
Answer: The Agus hydroelectric power plants (AHEPP) with an installed capacity of 724.24Mw to 920Mw supplies 80% of the power requerments of the power requerments of the island of Mindanao. The npower Plants has estimated power revenues of P5 Billions/month. (99% of said power revenues is remitted of the imperial government in Manila which is 1,000 miles from lake Lanao) The Liguasan Marsh has proven deposits worth billions barrel of oil and metric tons of natural gas while the Moro Gulf is a fish refugees and described as the richest marine and fishing ground in the Pacific Ocean. (Now exploited by big time forign fishing Vessels) Whereas the sibatu passages can generate hundred millions os dollars passages fees from international and foreign vessels passing / utilizing said strait.

Question: What are the destructive effects and damages to the environment of Lake Lanao and to the maranaos peoples of the lake as a result of the operation and activities of the national power corporation?
Answer: The NPC’s irregular opening and closures of the Three-(3) regulation dams in the Agus River/ agus 1 tunnel have brought abnormal fluctuation of water levels resulting to flooding/or drying of farmland, thus over 40,000 Hectares of agriculture lands in the Basak and Baloi plains were either idle or abandoned. Thousands of fisherman loss livelihoods due to scarce catch in the lake. The NPC cloud shedding activities to create artificaial rain rains during dry season (with salts and chemicals) have sicked 42,000 maranaos resulting to 402 deaths in last four years. Muslim women engaged in mat weaving from “sised” raw materials lost their livelihood.

Question: What are foreign government policy and programs for the indegineos cultural minorities living in their country on the exploitation of thir resources?
Answer: The Canadian natives (Quebec) of the james Bay Hydroelectric power plants got court awards worth U$238 millions in damages; preferential employmant and land titles grants to inundated areas; The Acehesh of the Indisia were offered 75% in return of oil revenues extracted from thir home province as part of a comprehensive solution to the GAAM rebellion (free aceh Movement); The Maori legislation grants the maori tribe (New Zealand) various socio-economic benefits after the construction of the hydroelectric power plants in their ancestral lands. While the Ennui Indians were empower to impose taxes/fees against Consumers Corporation utilizing their hydroelectric power plants.

Question; what will happen to Lake Lanao if NPC continue to abuse the use of the lake waters?
Answer: Lake Lanao will desapper in the next 26 years. A report of the Lake Lanao Watersheed Protection and Development Council (LLWPDC-DENR) shows that from 1948-1999 the water inflows to the lake droppedfrom 117 CMS to 78 CMS and projected to further dropped by 55 CMS by the year 2030 by that year the water of lake lanao can no longer the capacity to drive the turbines of the various hydroelectric power plants.

Question: What is the evedince of NPC abuse and arrogance in the used of lake lanao waters?
Answer: NPC was fined P150, 000.00 by EMB-DENR in its order of September 8, 2004 for its failure to comply with (3) of the terms and conditions of the Environmental Compliance Certificate (ECC) dated January 14, 1992 by the DENR Secretary. These are NPC failures to build irrigation projects in Basak areas and around Lake Lanao, The failure to organize the Environment Guaranty Fund (EGF) to pay damages to affected residents and the failure to monitor waterborne diseases in the water lakes.

Question: What is the organization structure of RCAPP, who are people behind it?
Answer: RCAPP is managed by chairman, Co-CoChairman, Secretary General and 7 Vice Chairman and Legal Panel that handles its three Cases against the National Power Corporation, TRANSCO and LASURICO. Its members comprises multi cross section of the society, Including the Ulama’s, professionals, farmers, of inundated areas, jobless fisher folk, Muslims women and indegeous communities and other marginalize sectors mostly victims of the hydroelectric power plants.

Question: What are the modest accomplishments of RCAPP?
Answer: In the last over two years since its inception on September 1, 2002, RCAPP has done the following

REDUCED power rates from P3.378/kwh to P2.061/kwh as a result of court Mandatory Injuction secured by RCAPP lawyers in civil case No. 1918-03 (Ibrahim Abdo et als Versus NPC TRANSCO and LASURICO The said injuction directed respondents NPC/TRANSCO and LASURICO to cased to ceased and desist from collecting the purchase power adjustment (PPA) from electric consumers

SECURED - Court Order dated November 9, 2004 ordering NPC/TRANSCO and LASURICO to refund the sum of P640 Million pesos represinting illegal and unauthorized collections of purchase power adjustments (PPA) and other over charges in favor of the electric Consumers;

FREEZE- NPC/LASURICOS application to increase/or adjust electric charges of P1.3388/kwh as a results of RCAPP’s filling of Opposition in ERC case No. 221-2002 (In re: Application of unbundling of rates) before the Energy Regulatory Commission, ERC-MANILA)

SUCCESSFULLY prosecute NPC at the Environmental Management Bureah (EMB-DENR Manila) and secured order dated September 8, 2004 in EIA case Nos. 2004-001 (In the matter of NPC violations of Pres. Decree No. 1586 and its Implementing rules) ordering NPC to build and Contruct irrigation infructures in the Basak area and around lake lanao, organized the environmental Guaranty Fund and provide compensation to farmers in inundated areas and Monitor water borned diseases in the lake waters.

LOBBY- for the approval of senate Resolution No. 79 dated September 3, 2004 directing the two Senate committees of Environment and Natural Resources and the committee on energy to investigate and conduct Senate inquiry in aid of legislation the alleged loss of livelihood and environmental concern of lake lanao as a results of the operation and activities of the hydroelictric power plants.

LUNCH- an awareness compaign on the essues of environmental justice in press releases/. Forum seminars and peacefull protest rallies during caravans for peace (March 30, 2004), Peaceful protest (September 1, 2004) and 2nd peaceful Rally (November 25, 2004)

NATIONALIZES/ and or INTERNATIONALIZES our environment struggle before the world for a including RCAPP’s participation in the 10th World Environmental Conference (Boston City, USA june 29-July 4, 2004), the 10th World Summit on the Living Lakes (Manila) and the 9th Cairo Conference on Energy/Environment (Sharm Al Shiek, Egypt) and the filling of the crime of genocide against officials of the NPC and TRANSCO before the International Criminal Tribunal in Hague, Nietherlands.

I have mentioned in my previous posts that the erection of the National Power Plant in the old Marawi City Hall was a big mistake. It destroyed the natural flow of the Agus River and the farm lands in Basak area.
